EU FAME - Services in support of fisheries and aquaculture monitoring and evaluation

Project Background

The European Maritime and Fisheries Fund (EMFF) is the fund supporting the implementation of EU's Common Fisheries Policy (CFP) and Integrated Maritime Policy (IMP) during the period 2014-2020. It is one of the five European Structural and Investment (ESI) Funds which complement each other and seek to promote a growth and job based recovery in Europe.

The budget available for commitments from the EMFF for the period from 2014 to 2020 under shared management is EUR 5.7 billion (EU budget only, in addition, national budgets contribute to the implementation of the EMFF).

The EMFF has adopted a result-oriented approach and therefore needs a strong Common Monitoring and Evaluation System (CMES).

Objectives

The aim of the FAME initiative was to foster the development of the Common Monitoring and Evaluation System (CMES) established by Article 107 of the EMFF Regulation. 

The objectives of the FAME Support Unit provided by the consortium COFAD-GOPA.Com and led by COFAD were:

  • Assist in monitoring and evaluating the implementation of the EMFF and provide the Commission with regular updates and analysis of the state of play of the implementation of the EMFF. 
  • Build capacity across the Member States and in the Commission on evaluation and monitoring methodologies, indicators and good practices.

Activities and/or Results

  • to support the methodological development for the implementation of the Common Monitoring and Evaluation System (CMES)
  • to report on the implementation of the EMFF
  • to develop and maintain a database of information on EMFF Operational Programmes and their implementation
  • to answer Frequently Asked Questions (FAQs)
  • to organise yearly meeting with the stakeholders
  • to draft stories and produce videos on EMFF operations (see also: FAME success stories and  FAME videos )
  • to develop and maintain a collaborative platform
  • to assess the needs of stakeholders 
  • to draft working papers
  • to draft technical reports related to fisheries and aquaculture
  • to provide training to DG MARE officers and EU Member States.
