Germany: Evaluation of the implementation structures and processes of the German EMFAF programme
Project Background
The evaluation plan according to Art. 44 of the Common Provisions Regulation foresees amongst others an evaluation of the implementation structures and processes of the German European Maritime, Fisheries and Aquaculture Fund (EMFAF) programme. The federal implementation structures entrail high transaction costs and the responsibilities for conceptual-strategic topics are not always clearly defined. Other responsibilities are assumed both horizontally and vertically by several bodies. With the start of the EMFAF funding period, another federal state dropped out of the fund because the cost-benefit ratio is becoming more and more questionable.
Objectives
The evaluation aims to provide an overview on the existing administrative structures and their effectiveness and efficiency in implementing the German EMFAF programme. It is going to answer the following questions:
- How can the effort of implementing the EMFAF programme in relation to the funds spent and the effectiveness of the funding measures be optimised from an administrative perspective?
- How can the funding process be optimised from the perspective of applicants and beneficiaries?
- How can improved and affordable IT structures lead to less effort for the administration and applicants/beneficiaries and to more effective funding measures?
