Germany – Process Evaluation of the of the German EMFAF programme

The evaluation of the EMFAF programme in Germany is specified in an evaluation plan. M&E Factory and COFAD are currently implementing the first process evaluation on behalf of BMEL. Therefore, the team specifies an implementation concept, which is discussed with the client. The evaluation is based on a workshop with EMFAF authorities and thorough surveys. It is going to assess how the ratio of implementation effort towards funds spent can be optimised on the administrative and the beneficiary level. Furthermore, a special focus is laid on IT structures and their potential to improve procedures.
